Could be that your tree needs fertilize, or that the soil has too high a ph and the need for lime is prevalent. Suggest you do a soil test in that area. The correct ph should be close to 7.0.
Ne thing that can be done after you do the first two items is about November put one tablespoon of empsom salts in a gallon of water, dissolve and spread around the base of the tree. In early spring when the leaves begin to appear on the tree, do the same thing with the epsom salts again. This is to try to force blooms.
